The Department of Political and Administrative Sciences is an integral part of the Faculty of Social Sciences at Albanian University. This department has the beginnings of its establishment and creation in the academic year 2005-2006.

The study programs provided by the Department of Political and Administrative Sciences are based on the formation and preparation of general profile and expert politicians in the field of public administration and international relations, aiming in particular for the preparation of skilled specialists in these but also the creation and consolidation of a new tradition in the Albanian political environment as well as a wide range of professions in public institutions, international organizations, political parties, the private sector, the media and more. These programs enable to determine their objectives and their continuity in the following cycles. The programs offered by the department of political and administrative sciences combine theory with practice, developing critical and analytical thinking, a core skill for virtually all specific professions.

At the Bachelor level, the development and obtaining of knowledge is realized through a variety of disciplines (general formative, characterizing, integrating) aiming at assimilating theoretical knowledge and developing critical thinking.

The Department of Political and Administrative Sciences, through the programs it provides in all study cycles, has as its mission and objective the engagement and preparation of students in the common challenge of deepening knowledge, the preparation of a generation of scholars in the field of political science and administratiion. For the achievement of its mission, the Department of Political and Administrative Sciences implements the process of teaching, research and providing community services in the framework of fulfilling social responsibility.

The purpose and objectives of teaching have consisted in strengthening the department as an institution not only educationally but also scientifically in order to create specialists and researchers with a general profile to contribute to the Albanian political system, public administration, Euro-Atlantic integration and international relations , by cultivating skills in this field of study, but also by creating a consolidation of a new tradition in the Albanian political environment, under the report of standards and rules of empirical testing of their profile. Based on these goals, a multi-dimensional extracurricular program has been developed.

In addition, promoting a range of values is another engagement of the Department regarding the students in the common challenge of deepening their knowledge. For this purpose, the program aims to prepare students with academic skills who want to engage seriously in individual study projects as well as group projects.

The potential employment sectors are:

  • Public and private institutions;
  • National and international organizations;
  • Political parties, media etc.

The Department offers first, second and third cycle study programs as following:

Bachelor Degree in “Political and Administrative Science”:

The Bachelor study program in “Political and Administrative Science” was licensed with approval by MoES, no. 8981, dt. 27.12.2005, accredited by Order no. 532 and re-accredited by Decision of the Accreditation Board of ASCAL Nr. 86, dated 21.09.2017.

The defining, general or specific training objectives of the Bachelor study program in “Political and Administrative Science” consider the requirements for contemporary qualitative levels and are drafted in cooperation with representatives of the labor market and professions at the national level. This study program aims and focuses on the engagement and preparation of students in the common challenge of deepening the knowledge to prepare a generation of scholars in the field of political and administrative sciences. At the Bachelor level, the development and follow up of knowledge is developed through a variety of disciplines (general knowledge, characterizing, integrating), aiming at assimilating theoretical knowledge and developing critical thinking.

During the first academic year the Bachelor program in “Political and Administrative Science” aims to provide students with general knowledge based on basic subjects of sociological, historical and philosophical elements and to fulfilling during the next two academic years the deepening of knowledge that coincides with the profile of the degree of political and administrative sciences, specifically in the economic, political, juridical, administrative, political and international relations disciplines, setting specific objectives for the preparation of political scientists and experts in the field of administration, able to operate in this area, and their integration into departments or institutions of a specific character.

Internship: Internship in public and research institutions as an integral part of the curriculum for students of the 3rd year of the Bachelor program in “Political and Administrative Sciences” aim at informing and familiarizing students with the practical political process. As a participant in political internship, the aim is to develop students’ skills to establish a link through the cognitive tools they receive during the learning process and policy in action. During internship, the student will pursue all what is called a political cycle including inputs, demand and decision returns, outputs, response to outflow, and institution response to other political or social actors.

 

Master of Science Degree in “Public Administration” with 2 profiles:

  1. “Public Policies and Governance”, and 2. “Public Policies and the EU”

The Master of Science program in Public Administration with profiles 1. “Public Policies and Governance”; 2. “Public Policies and the EU” was open for the first time in the academic year 2009-2010. The program is licensed with DCM no. 56, dt. 21.01.2009, completed with the Order of MoES Nr. 308, dt. 08.06.2010 and accredited by Order no. 499, dt. 18.10.2012. In six years of its operation, this program has graduated 65 students and has engaged in the teaching process a total of 77 lecturers.

This study program is addressed to graduates with a Bachelor Degree in the relevant profile, interested in deepening scientific recognition and professional training in public administration, public policy, governance systems, sectoral policy and management, local government, institutional development, European integration etc. The mission of this study program is related to the need to respond to the demands of the time and eliminate the preparation of specialists with limited competence, our program extends the scope of specialization, surpasses the traditional boundaries between the sciences by approaching an interdisciplinary and multi-disciplinary approach: Political Science, Administrative Science, Legal Sciences, Economics, International Relations, Sociology, Communication Sciences, etc. In this regard, the Department of Political and Administrative Sciences is committed to providing students with the skills they need to deal with contemporary issues, advanced academic training, and foster research at the highest level.

Graduates of this program will be provided with a package of theoretical concepts on public administration, European construction, concepts that form specialists capable of contributing to the European integration process at all levels of central, local public administration or private enterprise.

The specialists who prepare this study program could re-dimension politics and administration.

Master of Science in Public Administration Program with profiles: 1. Public Policies and Governance 2. Public Policies and the EU have the mission of providing graduates with basic knowledge on theories of administrative sciences, procedures, policies, local institutions and their governance. Particular attention is paid to the dimension and recognition of structures, institutions, legislation and the functioning of national and international institutions.

This study program develops the ability to run independently advanced studies and research, provides the participants with advanced methodologies in the field of public administration studies, profiles in separate directions for comparative or monographic studies in this regard, offers approaches interdisciplinary in the areas of public administration, provides insight into the improvement of public administration, recognizes the contemporary models and visions on the positioning of public administration in the context of globalization and European integration.

Employment Opportunities: This study program prepares students for practicing the profession as researchers at various universities or research centers, specialists of central or local administration, consultants or experts at various national and international governmental and non-governmental organizations in the field of public administration and governance at the national and international level.

 

Professional Master Degree in “Governance and Public Administration”

The Master’s Degree Program in “Governance and Public Administration” was opened for the first time in the academic year 2009-2010. The program is licensed with DCM no. 597, dt. 28.05.2009, completed with the Order of MoES Nr. 308, dt. 08.06.2010 and accredited by the Decision of the Accreditation Council with no. 499, dt. 18.10.2012. In six years of its operation, this program has graduated 229 students and has engaged in the teaching process a total of 70 lecturers.

This study program aims primarily at students who possess a Bachelor’s degree, an integrated degree in the second level, a degree in the old system, inherent in study cycles or equivalent degrees, obtained internally or abroad, in the branches of justice, economics, teaching, social science, journalism, political science etc. interested in deepening professional training in the field of government and public administration.

This study program is also directed at students who have completed studies in other areas than those mentioned above when they show interest and motivation for their attendance.

Our institution, in widening access opportunities, is starting from the preliminary observation that the Master’s Degree Program in Public Administration and Public Administration shows interest to a wide range of candidates who, regardless of their degree, have employment experience at different levels of public administration or the private sector. In response to the interest of these individuals, in order to further increase their level of qualification and increase the chances and premise for a successful potential career in public administration, our institution offers through this program advanced knowledge in the theory, while emphasizing the practical aspects of their implementation in the Albanian circumstances.

The Master’s Degree Program in Public Governance and Public Administration has the mission of providing graduates with basic knowledge on theories of administrative sciences, procedures, policies, local institutions and their governance. Particular attention is paid to the dimension and knowledge of structures, institutions, legislation and the functioning of national local institutions.

Recognition of students with contemporary concepts such as public finances, communication, local governance, theory and practices, and the functioning of public administration are part of the training objectives of this program. Knowledge of the political systems and engagement of the administration specialists in the function of the state’s well-being are the main objectives of this program.

Employment Opportunities: The Master’s Degree Program in Public Governance and Public Administration aims to carry out the theoretical-practical preparation needed for deepening and scientific recognition, as well as vocational training on political systems and engagement of administration specialists in order to ensure the well-being of the state. It prepares students for practicing the profession as specialists in various sectors of the local and central level, NGOs that are focus on government bodies or citizens’ rights in the field of governance and public administration, public relations offices of private companies and public entities, etc.

Doctorate Studies in “Administrative Science”

The Doctoral Program in “Administrative Science” is organized at the Department of Political and Administrative Sciences at “Albanian University”.

The fields of study of the Doctoral Program in “Administrative Science” develop the ability to run independently advanced studies and research, provide participants with highly advanced methodologies in the field of studies of administrative, political, economic and socio-cultural components of administrative science. This study program directs doctoral students in special courses of comparative or monographic studies, offers interdisciplinary approaches in the areas of public administration, provides insights into the quantitative metering methods developed on improving public administration, and recognizes them with contemporary models and visions on the positioning of public administration in the context of globalization and European integration.
